January prices are forecast<br \/>\nto rise sharply. Now another \u00a31bn-plus intervention may be coming. If less money leaves the bank<br \/>\naccount, that matters.<\/p>\n<p>From 1 October 2026, VAT on qualifying domestic electricity in Great<br \/>\nBritain fell from 5% to 0%. The measure runs until 31 March 2027. The<br \/>\nGovernment says it takes around \u00a345 off the annualised Ofgem price cap<br \/>\nand is funded for this financial year from cancellation of the planned<br \/>\nDigital ID programme. <a href=\"https:\/\/www.gov.uk\/government\/news\/new-pm-cuts-tax-on-household-electricity-bills-to-give-breathing-space-on-cost-of-living\" target=\"_blank\" rel=\"noopener noreferrer\">GOV.UK<\/a><\/p>\n<p>That is real relief. But it arrived just as wholesale energy<br \/>\npressures began threatening to overwhelm it.<\/p>\n<p>Ofgem\u2019s confirmed price cap for a typical dual-fuel household paying<br \/>\nby Direct Debit is \u00a31,723 a year from 1 October to 31 December 2026, up<br \/>\n4% from \u00a31,663. The cap limits unit rates and standing charges rather<br \/>\nthan the total amount a household can spend, so actual bills still<br \/>\ndepend on energy use. <a href=\"https:\/\/www.ofgem.gov.uk\/press-release\/energy-price-cap-will-rise-4-october-2026\" target=\"_blank\" rel=\"noopener noreferrer\">Ofgem<\/a><\/p>\n<p>Cornwall Insight is forecasting that the January 2027 cap could reach<br \/>\n\u00a31,999 for a typical dual-fuel household. That would be \u00a3276 above<br \/>\nOctober, an increase of about 16%. It is a forecast, not an Ofgem<br \/>\ndecision. <a href=\"https:\/\/www.cornwall-insight.com\/press-releases\/16-price-cap-rise-forecast-in-january\/\" target=\"_blank\" rel=\"noopener noreferrer\">Cornwall<br \/>\nInsight<\/a><\/p>\n<p>Then, as this report was being written, the political story moved<br \/>\nagain. The Guardian reported on 6 October that Chancellor John Healey<br \/>\nwas considering a package worth more than \u00a31bn to help lower-income and<br \/>\nfinancially vulnerable households with rising energy bills. One option<br \/>\nreportedly under consideration is an additional \u00a3100 on the Warm Home<br \/>\nDiscount, taking it from \u00a3150 to \u00a3250. No final decision has been<br \/>\nannounced. <a href=\"https:\/\/www.theguardian.com\/money\/2026\/oct\/06\/chancellor-plans-major-intervention-to-help-poorer-uk-households-with-rising-energy-bills\" target=\"_blank\" rel=\"noopener noreferrer\">The<br \/>\nGuardian<\/a><\/p>\n<p>We started this report by asking whether removing VAT from<br \/>\nelectricity was enough to make a meaningful difference if energy prices<br \/>\ncontinued to rise. Before we had finished writing it, there were signs<br \/>\nthat the Government may be asking much the same question.<\/p>\n<h2 id=\"what-did-removing-vat-actually-buy\">What did removing VAT<br \/>\nactually buy?<\/h2>\n<p>The VAT change is simple from the household\u2019s point of view.<br \/>\nQualifying domestic electricity in Great Britain is temporarily<br \/>\nzero-rated, while gas continues to carry 5% VAT. Ofgem\u2019s published<br \/>\nOctober rates reflect the change. <a href=\"https:\/\/www.ofgem.gov.uk\/your-energy-supply\/your-energy-bill\/energy-price-cap-unit-rates-and-standing-charges\" target=\"_blank\" rel=\"noopener noreferrer\">Ofgem<\/a><\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\"\nsrc=\"https:\/\/i0.wp.com\/fundingfunnel.co.uk\/wp-content\/uploads\/2026\/10\/02_vat_electricity_zero.png?w=1300&#038;ssl=1\"\nalt=\"House wrapped in a red and white scarf beneath the headline VAT on household electricity bills cut to 0% for six months.\" \/><\/p>\n<p>VAT on qualifying domestic electricity in Great Britain is 0% from 1<br \/>\nOctober 2026 to 31 March 2027. Gas remains subject to 5% VAT.<\/p>\n<p>The Government estimates that the measure costs about \u00a3850m in<br \/>\n2026-27 and reduces the annualised Ofgem price cap by around \u00a345.<br \/>\nUpdated costs are due to be set out at the Budget. <a href=\"https:\/\/www.gov.uk\/government\/news\/new-pm-cuts-tax-on-household-electricity-bills-to-give-breathing-space-on-cost-of-living\" target=\"_blank\" rel=\"noopener noreferrer\">GOV.UK<\/a><\/p>\n<p>That creates a reasonable economic question: is using roughly \u00a3850m<br \/>\nof public resources to produce an average annualised reduction of around<br \/>\n\u00a345 the most effective way to support households?<\/p>\n<p>That is not the same as saying the VAT reduction is pointless. Its<br \/>\ngreat advantage is simplicity. There is no application process or<br \/>\neligibility test, and the Government expects suppliers to pass the tax<br \/>\nreduction through to customers, including those on fixed tariffs. <a href=\"https:\/\/www.gov.uk\/government\/news\/new-pm-cuts-tax-on-household-electricity-bills-to-give-breathing-space-on-cost-of-living\" target=\"_blank\" rel=\"noopener noreferrer\">GOV.UK<\/a><\/p>\n<p>But universal support spreads the available benefit very widely. If<br \/>\nthe objective shifts from giving everyone some breathing space to<br \/>\nprotecting households least able to absorb a sharp January increase,<br \/>\ntargeted support starts to look economically different.<\/p>\n<h2 id=\"why-are-january-energy-costs-still-under-pressure\">Why are<br \/>\nJanuary energy costs still under pressure?<\/h2>\n<p>The household price-cap forecast is part of a wider energy shock.<br \/>\nCornwall Insight says the expected January increase is largely driven by<br \/>\nthe escalating Middle East conflict and disruption to gas supplies. Oil<br \/>\nand transport costs have also remained elevated. <a href=\"https:\/\/www.cornwall-insight.com\/press-releases\/16-price-cap-rise-forecast-in-january\/\" target=\"_blank\" rel=\"noopener noreferrer\">Cornwall<br \/>\nInsight<\/a><\/p>\n<p>OPEC+ decided on 4 October to keep the seven participating countries\u2019<br \/>\nNovember production targets at September levels. Brent crude remained<br \/>\nabove $100 a barrel around the decision. <a href=\"https:\/\/opec.org\/pr-detail\/616-4-october-2026.html\" target=\"_blank\" rel=\"noopener noreferrer\">OPEC<\/a><\/p>\n<p>In the UK, RAC Fuel Watch reported on 2 October that average diesel<br \/>\nhad reached 200.01p a litre, a new record. That matters beyond motorists<br \/>\nbecause haulage, delivery and business transport costs can feed into<br \/>\nprices elsewhere in the economy. <a href=\"https:\/\/www.rac.co.uk\/drive\/news\/fuel-news\/diesel-price-hits-record-high\/\" target=\"_blank\" rel=\"noopener noreferrer\">RAC<\/a><\/p>\n<p>There is also a new domestic supply risk. Unite said more than 160<br \/>\nApache offshore workers had backed strike action in a dispute affecting<br \/>\nassets associated with the Forties and Beryl fields, warning of possible<br \/>\ndisruption to UK fuel supplies. No strike-related supply disruption had<br \/>\nbeen confirmed when this report was prepared. <a href=\"https:\/\/sharepoint.unitetheunion.org\/news-events\/news\/2026\/october\/strike-action-by-apache-offshore-workers-set-to-hit-uk-fuel-supplies\" target=\"_blank\" rel=\"noopener noreferrer\">Unite<\/a><\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\"\nsrc=\"https:\/\/i0.wp.com\/fundingfunnel.co.uk\/wp-content\/uploads\/2026\/10\/03_energy_price_pressures.png?w=1300&#038;ssl=1\"\nalt=\"Oil tanker at sunset beside a list of energy price pressures including oil above $100, Middle East disruption, OPEC+ targets, high diesel prices and a North Sea strike risk.\" \/><\/p>\n<h2 id=\"would-a-250-warm-home-discount-work-differently\">Would a \u00a3250<br \/>\nWarm Home Discount work differently?<\/h2>\n<p>The Warm Home Discount for winter 2026-27 remains a one-off \u00a3150<br \/>\nreduction on the electricity bill of eligible households. It covers<br \/>\nEngland, Scotland and Wales, although eligibility arrangements differ.<br \/>\nThe scheme does not operate in Northern Ireland. <a href=\"https:\/\/www.gov.uk\/the-warm-home-discount-scheme\" target=\"_blank\" rel=\"noopener noreferrer\">GOV.UK<\/a><\/p>\n<p>An additional \u00a3100 would therefore be much more visible to an<br \/>\neligible household than the approximately \u00a345 annualised benefit<br \/>\nattributed to removing electricity VAT. But the two policies also use<br \/>\ndifferent funding mechanisms.<\/p>\n<p>Ofgem describes the Warm Home Discount as a \u00a3150 rebate funded<br \/>\nthrough a levy on all domestic gas and electricity customers. From 1<br \/>\nApril 2026, the Government changed the cost-recovery mechanism so<br \/>\nsuppliers recover Warm Home Discount costs through gas and electricity<br \/>\nunit rates rather than a fixed standing charge. <a href=\"https:\/\/www.ofgem.gov.uk\/environmental-and-social-schemes\/warm-home-discount-whd?sort=publication_date\" target=\"_blank\" rel=\"noopener noreferrer\">Ofgem<\/a><\/p>\n<p>That makes the funding question important. If the Chancellor<br \/>\nincreases the rebate to \u00a3250, will the extra \u00a3100 be funded by the<br \/>\nExchequer, by increasing the levy recovered through energy unit rates,<br \/>\nby some hybrid arrangement, or by another mechanism entirely? The<br \/>\nreported proposal does not yet answer that question.<\/p>\n<p>Until the Budget sets out the mechanism, a possible \u00a3250 Warm Home<br \/>\nDiscount tells us what an eligible household might receive. It does not<br \/>\ntell us who ultimately finances the additional \u00a3100.<\/p>\n<h2 id=\"then-there-is-the-18bn-digital-id-programme\">Then there is the<br \/>\n\u00a31.8bn Digital ID programme<\/h2>\n<p>The funding already announced for the VAT cut makes the latest<br \/>\n\u00a31bn-plus figure particularly interesting. The Government said the<br \/>\nimmediate VAT measure for this financial year would be funded from<br \/>\ncancellation of the planned \u00a31.8bn Digital ID programme. <a href=\"https:\/\/www.gov.uk\/government\/news\/new-pm-cuts-tax-on-household-electricity-bills-to-give-breathing-space-on-cost-of-living\" target=\"_blank\" rel=\"noopener noreferrer\">GOV.UK<\/a><\/p>\n<p>The VAT reduction is estimated to cost around \u00a3850m in 2026-27. Put<br \/>\nthe two headline figures next to each other and a tempting calculation<br \/>\nappears: \u00a31.8bn minus \u00a3850m is roughly \u00a3950m. Now ministers are<br \/>\nreportedly considering an energy-support package worth more than<br \/>\n\u00a31bn.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\"\nsrc=\"https:\/\/i0.wp.com\/fundingfunnel.co.uk\/wp-content\/uploads\/2026\/10\/04_digital_id_question.png?w=1300&#038;ssl=1\"\nalt=\"Graphic comparing the \u00a31.8bn planned Digital ID programme cost, \u00a3850m estimated electricity VAT reduction cost in 2026-27 and an apparent \u00a3950m difference, while warning that similar figures do not prove a shared funding source.\" \/><\/p>\n<p>The similarity is striking. It is not proof.<\/p>\n<h2 id=\"there-is-no-confirmed-950m-pot-sitting-there\">There is no<br \/>\nconfirmed \u00a3950m pot sitting there<\/h2>\n<p>The Government said the Digital ID programme was expected to cost<br \/>\n\u00a31.8bn over the next three years. That means the \u00a31.8bn figure is not<br \/>\nthe same thing as \u00a31.8bn of cash available in 2026-27. <a href=\"https:\/\/www.gov.uk\/government\/news\/new-pm-cuts-tax-on-household-electricity-bills-to-give-breathing-space-on-cost-of-living\" target=\"_blank\" rel=\"noopener noreferrer\">GOV.UK<\/a><\/p>\n<p>The July announcement also said the savings required to fund Digital<br \/>\nID were due to be identified from existing budgets through<br \/>\nreprioritisation, and that those savings would now be redirected towards<br \/>\nthe VAT measure. The Government also said any further action, including<br \/>\nfunding for longer-term measures, would be decided at the Budget<br \/>\nalongside an OBR forecast. <a href=\"https:\/\/www.gov.uk\/government\/news\/new-pm-cuts-tax-on-household-electricity-bills-to-give-breathing-space-on-cost-of-living\" target=\"_blank\" rel=\"noopener noreferrer\">GOV.UK<\/a><\/p>\n<p>That leaves important questions unanswered. How much Digital ID<br \/>\nspending had been scheduled for 2026-27? How much was expected in later<br \/>\nyears? Does the \u00a3850m VAT measure use only savings available this year,<br \/>\nor does it depend on savings originally expected over a longer period?<br \/>\nIf another \u00a31bn is committed to energy support, will any of it come from<br \/>\nthe same cancelled programme, or from somewhere else?<\/p>\n<p>Those are questions, not conclusions. The published information does<br \/>\nnot yet provide the answers.<\/p>\n<h2 id=\"the-january-problem-is-much-bigger-than-45\">The January problem<br \/>\nis much bigger than \u00a345<\/h2>\n<p>Cornwall Insight\u2019s \u00a31,999 forecast would put the annualised January<br \/>\ncap \u00a3276 above the confirmed October level. The Government\u2019s \u00a345 VAT<br \/>\nintervention therefore does not need to be worthless to be overwhelmed<br \/>\nby market events. <a href=\"https:\/\/www.cornwall-insight.com\/press-releases\/16-price-cap-rise-forecast-in-january\/\" target=\"_blank\" rel=\"noopener noreferrer\">Cornwall<br \/>\nInsight<\/a><\/p>\n<p>Both things can be true. Removing VAT can provide genuine help, and a<br \/>\nsubsequent rise in wholesale prices can make that help look very<br \/>\nsmall.<\/p>\n<p>That is why the reported discussion of a further \u00a31bn-plus package<br \/>\nmatters. The policy debate may be moving from universal tax relief<br \/>\ntowards more concentrated support for eligible households. If that<br \/>\nhappens, the Budget will let us compare two very different ways of<br \/>\nspending money on the same underlying problem.<\/p>\n<h2 id=\"moving-a-cost-is-not-the-same-as-removing-it\">Moving a cost is<br \/>\nnot the same as removing it<\/h2>\n<p>A lower energy bill can be funded in several ways. The mechanism<br \/>\ndetermines where the underlying cost ultimately lands.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\"\nsrc=\"https:\/\/i0.wp.com\/fundingfunnel.co.uk\/wp-content\/uploads\/2026\/10\/05_moving_a_cost-1.png?w=1300&#038;ssl=1\"\nalt=\"Flow graphic showing that a lower energy bill can shift cost into foregone tax, government spending, departmental savings, supplier obligations or borrowing and other revenue.\" \/><\/p>\n<p>The Government has several ways of making an energy bill lower. It<br \/>\ncan reduce tax, use public spending, move policy costs into general<br \/>\ntaxation, redistribute costs through energy suppliers, cut another<br \/>\nprogramme and redirect the planned expenditure, raise other revenue, or<br \/>\nborrow.<\/p>\n<p>For the household opening the bill, those mechanisms may initially<br \/>\nlook identical: the amount due is lower. Economically, they are very<br \/>\ndifferent.<\/p>\n<p>This is why the debate about energy affordability should not stop at<br \/>\nthe size of the next rebate. A \u00a3100 discount recovered through energy<br \/>\nunit rates is not economically identical to a \u00a3100 payment funded from<br \/>\ngeneral taxation. A \u00a345 VAT saving funded through cancelling another<br \/>\nprogramme is not a free \u00a345. A \u00a31bn intervention financed through lower<br \/>\nspending elsewhere is different from \u00a31bn of additional borrowing.<\/p>\n<p>None of those funding routes is automatically right or wrong. They<br \/>\nsimply have different consequences. Those consequences matter if we want<br \/>\nto understand whether a policy has reduced a cost, redistributed it or<br \/>\npostponed it.<\/p>\n<h2 id=\"so-thanks-gov\">So, thanks, Gov?<\/h2>\n<p>For households struggling to keep up with energy costs, help is help.<br \/>\nThe temporary removal of VAT from electricity reduces bills from where<br \/>\nthey otherwise would have been. An increase in the Warm Home Discount,<br \/>\nif confirmed, could provide a substantially larger reduction for<br \/>\neligible households.<\/p>\n<p>That should not be dismissed simply because the money has to come<br \/>\nfrom somewhere. But \u201cwhere does it come from?\u201d remains a legitimate<br \/>\nquestion.<\/p>\n<p>The Government has already connected this year\u2019s VAT reduction to<br \/>\ncancellation of a \u00a31.8bn programme planned over three years. The VAT<br \/>\nintervention is estimated to cost around \u00a3850m this financial year. Now<br \/>\na further package worth more than \u00a31bn is reportedly being considered.<br \/>\n<a href=\"https:\/\/www.gov.uk\/government\/news\/new-pm-cuts-tax-on-household-electricity-bills-to-give-breathing-space-on-cost-of-living\" target=\"_blank\" rel=\"noopener noreferrer\">GOV.UK<\/a><\/p>\n<p>Those figures do not prove that the same funding source is being used<br \/>\ntwice. They do mean the Budget has some interesting arithmetic to<br \/>\nexplain.<\/p>\n<p>For now, we know the confirmed October price cap is \u00a31,723. We know<br \/>\nCornwall Insight is forecasting \u00a31,999 for January. We know electricity<br \/>\nVAT has temporarily been removed in Great Britain. We know the existing<br \/>\nWarm Home Discount remains \u00a3150. And we know reporting suggests<br \/>\nministers are considering substantially more support. <a href=\"https:\/\/www.ofgem.gov.uk\/your-energy-supply\/your-energy-bill\/energy-price-cap-unit-rates-and-standing-charges\" target=\"_blank\" rel=\"noopener noreferrer\">Ofgem<\/a><br \/>\n<a href=\"https:\/\/www.theguardian.com\/money\/2026\/oct\/06\/chancellor-plans-major-intervention-to-help-poorer-uk-households-with-rising-energy-bills\" target=\"_blank\" rel=\"noopener noreferrer\">The<br \/>\nGuardian<\/a><\/p>\n<p>What we do not yet know is arguably just as important. Where will the<br \/>\nnext \u00a31bn come from? Will increasing the Warm Home Discount shift more<br \/>\ncost through the energy system or move it into government spending? How<br \/>\ndoes the three-year Digital ID cancellation fit into the financing<br \/>\nalready announced? And when all the transfers are finished, who has<br \/>\nactually paid?<\/p>\n<p>Those are questions for the Budget.
